There are recent reports coming out of China of a clamp down on corruption. All are minor officials with little or no political power base. It would appear that at least some of them are linked to the pre-Leadership change and the expected purge of lower officials. Similar to the strategy used by Bo Xilai, it is a good to show healthy numbers of scalps taken even if the scalps are of low criminals or officials. It was one reason why Bo Xilai’s corruption was so self-evident to those outside the CCP. He held no high level scalps. He held the appearance of doing something but, in effect, was doing next to nothing.
The reality is that high level criminals and corrupt officials remain untouched. Because the level of corruption is so high and so pervasive within the CCP it is impossible to stamp out. Members of the Chinese Communist Party would have to commit political and financial suicide to rid the CCP of corruption. There is no prospect of that becoming a reality. So the CCP will continue on its course of self-destruction and take the State with it. It is only a matter of time and time is quickly running out.
The overwhelming problem China faces is the one-Party system. Government of China is the China Communist Party. Absolute Power breeds absolute corruption and that (corruption) is undeniable and undisputed. In Democracies Governments are changed by voters. Corrupt Governments rarely hold power for long and the culprits are made to face the Law. Not so in China. When the Leadership is changed, by vote of CCP high ranking members, the Government stays exactly the same. Therefore the hope of any change to the actual Government does not exist. Corrupt officials are not forced to face the Law unless other or more powerful Officials decide that they should. That act of offering up the sacrificial lamb (e.g. Bo Xilai) is usually to ensure their own (and friends) Political survival and continuing income stream. That cannot happen in a Democracy. My suggestion of the Split Decision fell on deaf ears and blind eyes. China will suffer.
Gu Kailai still enjoys the protection of CCP and escapes execution. An example of the failing of observance of China criminal Law and pressure applied on it by CCP. She must be executed to restore citizen faith in Law enforcement.
Princelings have no place in real Government. Their links to State Owned business and other revenue sources leads to the perpetuation of self-interest and prime focus on personal wealth. Any Political System based on that ideology is doomed to failure. Also rule by Suppressive Power has, historically, failed. Because the CCP has no strategy to combat the problem they have created they have caused their own demise. They have inoculated themselves with a killer virus with no cure.
My wife has heard nothing from China regarding the illegal Court Case created by corrupt officials of the Shenhe District Peoples’ Court, Shenyang Liaoning province in 1998. I am not surprised given the reluctance of Xi Jinping, Wen Jiabao and Hu Jintao to focus anti-corruption measures in Liaoning Province. Too many friends may lose their heads if strong action was taken there. Of course, I must continue to bring attention to such a poor state of China Judicial process and why it still prevails in 2012 (soon to be 2013). 15 years of inactivity by China Authorities to correct a wrong.
Xi Jinping has two faces. The Public face where he says he will take strong action to stamp out corruption and the Private face where he takes no assertive action. The challenge I make to Xi Jinping is firstly to resolve this trivial illegal civil Court Case and secondly to stamp out corruption in Liaoning Province. He has the Power to do it? If not he should not continue to say he can do what he cannot fulfil. Xi Jinping Two faced. I have many friends in Shenyang, Beijing and Internationals waiting to see change.
Meanwhile conflict between citizens and Police are on the increase in number and magnitude. It was interesting to read that “thousands” had recently been released from a Beijing Black Jail. Quite remarkable since assurances were given several months ago that Black Jails had been closed down. The word of a Chinese Official cannot be believed.
